Midyear front license bracket

Hi. I am debating with someone over whether a midyear front license bracket was always installed at the factory. Is this an item that gets a full deduct if it is missing? (I say yes.) Also, if it is always installed, are the white nut inserts and the rubber bumper present as well?

The front license plate bracket was installed at the factory for ALL 63-72 Corvettes. The factory installation included the white nylon push nuts and the rubber bumpers. Owners in states not requiring a front license plate were free to remove it, however. Since these brackets were definitely installed at St. Louis before the cars were shipped, I assume that the lack of a bracket results in a judging penalty.

I was reading the judging manual on that subject last night. The jm reads that if the owner's home state where the car is regsistered requires a front plate it must be on the car.

Brandon- My '67 conv. came thru with an installed front license plate bracket, including the white, plastic retainer nuts.
