1954 Corvette Water Pump

Need help from the brain trust. A friend had his original 1954 Corvette block and head rebuilt about 3 years ago. The machine shop installed a plug (about 2 inches in diameter) in the front of the block. This hole will lines up with a similar hole in the back of the water pump housing. There is a picture of the housing in Vol 5 #2 page 29 of the Restorer. The question is -do you need the plug in the block.
PS- We could not find a service manual. This might explain it.

It's not that hard to remove the water pump spacer and remove the freeze plug, now when you go up a hill it will run cool. Your lucky it's a simple fix!!
