'62 Spark Plug Wire Routing

There's 2 clips. One per engine side. Attached by oil pan bolts. The clips hold the 1 and 3, and 2 and 4 plug wires down and close to the block where they pass under the exhaust manifolds.

1. To what oil pan bolts were they attached?

2. What color are they? Orange or black? Were they in place when the engine was painted?

Black, but painted orange with the engine. I forget the exact bolt, but near the center. If you search the archives this was discussed in detail a while back, including the exact bolt location.
