on my 65 the dash is painted some kind of flat black is this correct

It's not really flat but rather a semi-flat or semi-gloss black. Many members have satisfactorily used Krylon semi-flat black (available in spray cans) or one of the low gloss levels of John Deere "blitz" black paints available from John Deere dealers. True flat black would be too flat and "chalky" looking. My 65 dash is painted with the Krylon paint.
