    C1 Turn Signal lever won't lock

    As we assemble the turn signal mechanism on my 61 we can't get the lever to lock down or up. All parts had to be purchased from a vendor catalogue since this is a car bought in boxes and there was only the turn signal housing at original purchase. All parts assembled as viewed in parts catalogue. The lights blink, as they should if we hold the lever. We don't have the steering wheel on right now as we are trying trouble shoot this issue. Does the steering wheel need to be on for the turn signal to lock in the down/up position? What else are we missing? All parts seem to be moving, as we would expect.
    I searched the archives and only found info on canceling not working. 53-62 service guide says to see 61 Passenger shop manual which I don't own.
    Any ideas?

    there is a flat spring that may be absent. its locate 180 degrees away from the turn signal lever. good luck, mike

      will work not installed to steering, did you put the flat wire spring in near the lock or screw

        Yes we have the flat spring. It bends away from the lever as we would expect. We just can't see what is supposed to lock the lever in place. Does the little angled pieces on the cancel switch swivel 90 degrees to lock the lever? Ours only seems to swivel 30-45(this is from memory).

          Look at the pic. that bracket with the spring does , you have the assy correct on the flat spring , Look at the pic. close
