    NCRS needs to take a hard look at the Driver's Protection Act of 1997. This is a federal law that governs the release of personal information related to automobiles. Most states will no longer provide previous owner's names when a title search is done because of this law.

    No, I am not a lawyer, I just ran in to this issue when doing a title search on a 56 I used to own.

      it does not apply here as most NCRS cars are not "DRIVERS"

        Hum...

        I'm not an attorney either, but the 'trade' runs in the family. Run a Goggle search on 'Drivers Protection Act' and you'll quickly find sites that spit out the text of the statute for you to read.

        My take is:

        (1) The statue was enacted to address the use of PUBLIC automobile data bases maintained by various States and doesn't read on any private data bases...

        (2) There are so MANY 'loopholes' in the statue (exceptions allowed), that it looks pretty easy for one in a restoration history information mode to legitimately circumvent the statue's prohibitions.

        (3) Loopholes include, among others, business entities seeking information as well as private investigators working cases for clients.

        (4) My hunch is IF you were denied data base access by a particular State you might well be able to work around their 'bar' by having the request for information made via a legitimate restoration shop and/or a PI to satisfy the bureacrats need to 'hang paper' in their file drawers....
