63 rocker moulding

On the front end of the rocker mouldings, there is a small bracket (Paragon #1221/1222), which is riveted on the fender with (2) rivets.
My question is: Which way does the bracket go ? Does the large, flat surface face out or in ?
Can't make it out from the cat. or assy guide.

Flat surface is to the outside.

This is on a 67. Possibly the same for 63.
