C2 '65 seatbelt buckle bracket

Were the seatbelt buckle brackets standard on all early '65s or were they an option? The JM & Nolan is unclear. I don't have mounting holes in my console for the bracket and don't want to drill until I'm sure it's correct. Thanks for any insight.

About all I can say is i've owned '65 cars as early as S/N 838, (September) and that includes a mid Dec build car and they all had the bracket for the buckle.
