They're cad/zinc-plated flat-head phillips screws.

These are the screws which hold the headlight bezel along the top side when in the open position. Mine were chrome pan heads and when lossing a point at judging time I mentioned it to other members(3) who all said they had the same screw and also lost points. My bezels have been on/off so many times I'll just use what the AIM calls for, I know a place can be found for those wrong screws.

That screw is described in the JG, in the Exterior section, under item #12, "Headlights". The incorrect pan head chrome phillips screws are frequently found in those locations; flat head screws were used originally so they didn't protrude into the gap and scratch the paint on the edge of the headlight opening when operating the buckets.
