Should 'French Locks' be used on 1,2,7,8 exhaust manifold bolts?

JG says washers, I've seen them installed on several engines.

If they are washers, are they anything special?

French locks were used on the end runners for 1965 L-78. GM #3860351 was the original part number. It's discontinued, but available in reproduction.

# 16120 had french locks on #1,2,7,8.
