67 repro water temp gauge - needle position

I connected up cluster & test fired and water temp gauge needle is dropping straight down when turned off. When running or keyed on "hot" it is in expected positon below 100 and seemed to respond during brief warm up. Is this normal for a repro or is this one bad?
    Thanks,
    Bob

My gauge holds the last reading when turned off - on my old gauge and on my just installed restored cluster.
