The courtesy lights work by completing the ground when the doors are open etc. They always are have 12v available on the orange wire. The light switch also completes the ground when in that courtesy light position. I believe the switch depends on the cluster ground (#12 brown) connection for ground.
Do the instrument lights etc work? If not, check to insure that the ground is connected. You can also run a jumper from the metal of the body cage to the instrument cluster and see if the lights work. If not, then you have a problem with the switch or associated wiring (#20 white wire on switch)

Remove the white #20 wire on the headlight switch. Using a jumper, connect that wire to a good ground (body cage metal) If courtesy lights work then switch is faulty. If not then that wire is open somewhere in the loom.- Top
