CVC 5OO4
this is a sketchy area for a beginner dmv person---the following will/could qualify---
1.16 or more cylinders mfg prior to 1922
2.a vehicle mfg in the year of 1922 or prior to
3.a vehicle mfg after 1922 and is at least 25 yrs old and is of historic interest.
then the rules get really weird---i.e 16 cylinders or more after 1965 get the same or something or a pass to the indy 500 in 2525????????????????
anyhow checkout CVC5004 and you to can be confused by ca dmv.
what gets the no emission pass on the later cars is #3 but you need to convince the powers to be dmv or auto club---
i might have goofed uo the above but when you check out the 5004 code you will be as mystified as me asa to the govt. intellingence---yeee haaa get it going

i have had my fair share of historical plates and have had the dmv person use 1922 as a "start" point for the 25 year requierment---what i meant in my post was that the dmv rules are goofy---i just go to another dmv to get it done---never had to show a car to them---also never was i made to smog check the car as long as it was already registered in my name or go thru subsequent testing for reg.- Top

Point of clarification here. This only applies to the Biannual Smog Check program. California does not allow you to disconnect, modify or alter any air pollution control device per CVC 27156(b). And that actually extends back to 1955 model year (CVC 27157.5). There has been a new enforcement effort emphasis on modified vehicles due to street racing accidents. Seems these kids crash and kill people more often than we used to. So if you get stopped for some reason with a modified emission system remember don't encourage the cop to give you a citation due to "attitude". They can issue you a citation, give you a 30 day operating permit and send you to a referee station to make sure you have everything on there that should be.(if it's available) (CVC 27158 & 27158.5)- Top

the general gist or post aluding to---was about getting a car / vet or whatever registered in california without putting factory or retrofit smog gear on it---HV plates were/are a way around it---the rolling whatever move up the ladder age excemption program that gets fiddled with by any polition that comes along was also posted---and yes duck the HV plates are used by anyone that does not have retrofit or factory smog gear or has,, oh my god big cam headers etc. on their car that will not pass emission testing anyway---the street racers today are no different than when we were young in the fact they like to modify their cars for more power---they are in fact very stupid in that when we were young we found a secluded place to race---the police call idiots going 80 to 90 down the freeway a drag racer--no!!!they are idiots---long story short HV plates will circumvent smog test as i said originally- Top

mike no clarification needed!!!---HV plates---no worry about smog--- next---cop gives you a ticket for smog (we all know you will loose in court unless the officer does a no show) if he does, ask the judge or (who knows what you get in ca., a referee or ???) ask if the officer has a BAR 90 licence---certified smog lic.---naturally you will piss off the powers to be but what the heck---if you are written for speed and the police car does'nt have a certified speedo you have an avenue for contintion/disagreement or drop the case---the same as the office looking at your motor and says the smog gear is inop or incorrect---does it have an ac pvc726 or 366 or who the heack cares valve on the motor---i've yet to meet a police office with a bar 90 lic.- Top

No intent to hijack the thread here. This is primarily about the biannual inspection program. No one has mentioned the new resident and change of ownership inspection requirements. The modified vehicle issue is a similar issue that we all should be aware of. I am only telling you what the current law enforcement climate is in California. Street racing is a hot topic right now and enforcement of California smog laws is part of the crackdown. There is a specific law enforcement training module referred to as "Drag-Net" training approved by the California Peace Officers Standards and Training (POST) that trains officers what to look for and how to identify approved and unapproved parts. Receiving this training is all that a judge will need to hear. You will be required to go to a referee station for a complete and detailed inspection if the officer sees a single non-compliant item on your car. Repairs or certification by BAR that the parts are no longer available will be needed before you can register the car again.
In California, any officer with probable cause can initiate a vehicle inspection. This can be as simple as a race part manufacturer sticker in the window, lowered suspension, or a large tach mounted on the dash. Inspections are not considered a search and the driver must submit to the inspection. Here is a link if you want to read more.
Corvette owners, classic or otherwise are not the target of these enforcement efforts but could easily get caught up in it. I just want everone to be aware.
I think that cops have a "risky behavior" mentality, not much different than the performance car owner. Many of us have experience growing up with fast, modified cars. And yes, many of us have engaged in street racing and acts referred to as "exhibition of speed" here in California. So I just want to let you know that a cop (I'm a Reserve Officer) can be Corvette owner, mine is a restored 69 tri-power coupe. My regular job is a government fleet manager and I do have current BAR Certification. So now you have to say, "I only know one cop with BAR certification" ;-)- Top
