If you want peace of mind, that issued plate would give it.

With a regular VIN, you can buy the car, get a title, and then some guy comes in 5 years from now with a title and police report from 15 years ago and takes your car.

Gone. No recourse. You are just out the $xx,xxx you paid.

With the state-issued plate, any previous claims are gone. No one can come along with a title predating yours and take it.
