Gary, the way the JG goes is (this is the abridged version with a bit of humor).
You can paint your car with a roller and house paint as LONG as has the appearance of factory applied material. Saying that, you can use urethane, lacquer, clear, etc. There is no mention of lacquer anywhere. The word appearance is the key. Also when judging the interior, the judges are not to open the door and the hood. The jam is for the interior team, there are exceptions to this.
Also, lacquer is legal in all 50 states for the restoration of antique cars. The cost of mixing, availability and skills have some of the shops avoid it.
I suggest you contact your local judging chairperson and obtain a copy of the latest writeup and flowchart on paint.
