Photographing the stamp pad:

(1) Get the car out in bright sunlight with the pad fully illuminated.

(2) Put your digital camera in macro mode and stay in the middle of its zoom range.

(3) Some cameras sport a feature showing you when you're within the limits of the camera's ability to macro focus (zoom position and subject illumination)and when you're beyond the camera's limits. If you shoot outside the camera's limits, expect the autofocus feature to 'thrash' (fail to converge) with the result being poor quality, out-of-focus images...

(4) If your camera doesn't have this kind of convergence reporting feature, then try to 'center' the shot within the camera's zoom range for best results.

(5) Sometimes shooting from an off-center angle with manual fill-flash deployment will give you contrast and readability you're after EVEN when the pad is fully illuminated by natural sun light.

FWIW - To keep from blowing out the picture from too much flash/reflection,I also cover the flash with a handerchief or tissue.
Sometimes I use indirect lighting without the flash.
Some experimentation is usually required.
