All,

Those all sound reasonable, but I think it is something quite different. It looks to me like the tool for compressing the retention spring clips on emergency brake cable housings to extract them from the backing plate. It makes short work of an otherwise frustrating job.

Fisher Body used to have a dual-purpose tool like that; the outer jaws had a single groove in them for hog-rings, and the smaller jaws closer to the pivot were for closing the little wrap-around sheet metal clips that held seat springs together.
