Water Neck mounting questions?

On my 67 BB, I am doing an engine detail (again) and now that I'm about to put the water neck back on, should it have washers under the bolts and if so, what type? There were flat pressed washers on it, but it has been removed in the past, so I don't know what should be ther? Looking at the A/M it is unclear what should be there if anything? Also, this is a 67 BB, what head markings should be on the bolts?

no washers. common head markings are "TR", "c", "WB", others too
