did big block non power steering cars come with a steering dampner? in 1967?

Not in 1967 or any other year. Big blocks did not use a steering damper during ANY of the years that big blocks were available and the steering damper was otherwise used.

were steering dampners only used on small blocks? if so, what was the reason for it?

They were only used for most small blocks. They could not be used for big blocks due to interference with the oil pan. Also, they were not used for small blocks with the "6 quart" oil pan (i.e. L-76, L-84) for the same reason.
