I am running into different configurations of cast dates/status placements on these housings. Usually I find these 1/2" circles under the casting # with the date circle to the left and the status to the right But now I find one with this reversed. Does this mean whoever put these marks in the mold, could put them where he felt like?

These bellhousings, although used in PRODUCTION for a very limited time, were made for SERVICE for a much longer time. The kinds of variation that you're refering to could easily have occured over time. It's also possible that there were different patterns/molds which had the placement of the casting marks "reversed". The exact placement of casting symbols was not an "exact science" or really of much import.
Since there is no reference to year encoded in these casting marks, the rest of the information is pretty meaningless. I wouldn't be very concerned about these "discrepencies", at all.In Appreciation of John Hinckley -
