Don,
You can remove the top by prying with a screwdriver as Geoffrey says, and as in the picture:
The top and insert then come off and can be replaced.
However, if it is an original buckle with a strap around the belt retainer, you will need to unstitch the end of the belt to get the back of the buckle off the belt. Later replacement buckles eliminated the strap, and have a retainer in the shape of an "I". If this is the case, the buckle back can be removed from the belt without unstitching the ends.
I had a post in June 2005 in regard to 66L-67 Seat Belts which has the attached picture as well as pictures of all of the parts of the buckle. You can search the archives under "RCF 65" and it will pop right up
