I wasn't very clear on my question. The plate that the license plate bolts to is chrome on front but mine is painted semi-gloss black on backside. I'm having replated and want to make sure I don't mess up. Thanks TerryComment

Scratch the paint. You'll find chrome underneath. Probably rusty and pitted chrome, which is why somebody painted it. Probably with that paint that turns rust into black primer. That's what I use to paint the backsides of my bumpers.
Answer to your question is that the plate that the license plate bolts to is chrome on both sides.Comment

I would add...
...I believe when they plated this part, very little if any time was spent buffing/polishing the back side prior to chrome, so the plating on the back was "low quality" when compared to the front. Of course, then you stick a license plate over the front good looking side...Comment
