C2 - Paint behind wiper grills?

I'm in the process of removing the exterior paint on my '63. I thought that I read that the area behind the front lower windshield grills was painted "black out". When removing my paint, the only Black that I could see was a black goopy sealer type of stuff all around the base of the windshield wiper shaft brace. I assume to seal the bracket to the raised fiberglass area. The remander of the recess area 12" was the white overspray from "who knows when" and then slight primer and fiberglass. What do I advise my painter to do here, body color, blackout, primer or a blend? Thanks, Arne - NCRS 16751

On my '63 which I have owned since new and I did all of the restoration work on myself the area below the grills was painted a semi flat black paint.

      Ditto

Another application for the ubiquitous Krylon semi-flat black.

On my '65, when the interior was stripped and carpet and jute were out, there was the clear/unmistakable outline of the grilles on the passenger/driver floor. Suggests they were NOT installed when the car went through the paint booth, they were shot on-the-floor (St. Louis body), then installed on the body later....

My advice would be to shoot body color with the grilles OFF, follow-up with black-out, then install the body colored grilles after the black out process.
