The side louver ornamentaion pieces are attached at three location points. There are two philips head screws that attach the top inside edge to the body and a threaded stud that extends out of the bottom middle edge. Getting access to this nut is down from inside the engine bay. There are fiberglass tabs that use a J clip that sides over the two upper tabs that the screws go into from the exterior side of the louver. the bottom tab has a metal clip built into it and the threaded stud fits into the clip and a washer/nut combination threads onto it to hold the bottom in place.

Removal instructions are in your copy of the Chassis Service Manual. You take out the two Philips head screws at the top and remove the screws/nuts holding the panel at the bottom (access from the rear of the panel between the fender and the chassis frame).

On how to repair, depends on who painted & prepped the panels. If they simply shot paint over the existing paint, then odds are good the factory original chrome beneath the paint is intact. Adroit use of paint remover along the edges that should have been masked prior to paint will uncover the chrome.

If they media blasted the panels prior to paint, they probably ate into the underlying chrome. Now, you've got to completely strip the panels, have them re-chromed, mask the accent edges appropriately, shoot the panels with self-etching primer and then lay down your final exterior color.

If it is a 70-72 C3 the side louvers are easy to remove. Each side will have two phillip head screws at the top of each louver. There is only one retainer on the bottom. The bottom retainer is accessed from underneath/backside of the louver. The bottom retainer is 7/16 starred washer nut assembly. The permanent mounted stud in the louver goes into the body of the car and projects a slight angle. It is so easy to find that once you find the location a person does not have to get under the car to remove the nut. You will need to use a long socket with an extension to reach the nut.
I have not tried to remove paint from the edges, however others have and the information is in the archives.
