Will the distributor operate without what appears to be a ground wire that goes from the plate that holds the points to the forward screw that secures the vacuum advance?

Not well, you are asking the points to ground via contact between the plate and the bushing it rotates on for vacuum acvance to work. The looseness that allows the vac advance to work works against the ground you need. The plate with the lead is a standard part, can be pirated out of almost any GM 1959-74 distributor.

Does the tach drive coupling need to be removed from the distributor in order to remove the shaft?
