That's the Mercedes-Benz "Smart" cars - very tiny 2-passenger commuter-type cars; think phone booth with wheels

I would probably check with Rob M. He has really done a lot to get the NCRS chapter there up and running and seems to be pretty adept at dealing with the European Bureaucracy.
