The solenoid 'lives' inside the cowl door accessible from the bottom side of the hood. They're easy to bench test, just remove the solenoid apply +12V to the contact terminal and ground to the case.
There are two major failure modes:
(1) Wiring to the solenoid (including its ground) is open circuited causing a lack of power.
(2) The hair thin solenoid winding wire has fatigue fractured at the solenoid's contact terminal causing the solenoid itself to open circuit. This can often be repaired via a skilled solder job making SURE the varnish insulation on the winding wire has been stripped at the break point.- Top

Tom I just went into this problem on my '74 and found the connection at the end of the air door wiring harness that connects to the wiring harness at the driver side headlight was damaged, easy fix but you also have a switch that operates the solenoid on your accelerator, when you press all the way down it opens the switch that controlls the solenoid, might check that too.
