Headlamp harness retainer rivet '66

Hello,

Could someone please tell me when the harness retainer on the drivers side upper fender was installed. It is secured by a rivet that goes through the fender on the engine side in the hood channel. I don't know if this should be painted or left bare.

Painted. There is probably one on the passengers side also. Basically, all rivets were installed before painting....

The one on my car appears to be a pop rivet is that what it should be?

Yes it is a small pop rivet. Don't remember the size but LOWES had them.
