C3 Front Lower Panel Cutouts

I purchased a front lower panel from The Corvette Image for my '69 and it has 3-4" cutout on the lip for the bumperettes (see pic). My original panel does not have this cutout. Did the original panel for '69 have this cutout? Jerry from The Corvette Image is willing to fill it in for me.

November 1968 L46 has cutouts -
as pictured in assembly manual UPC11-13, A3.
('68 assembly manual shows exactly same configuration - cutout is for air dam)

My Jan 31/69 car s/n 148?? does not have this cut out.

My car is a Feb build. I suspect this changed over at some time after that.
