1969 wiper compartment

I'm starting to clean the nearly 40 years of leaves and gunk out of the bottom of the wiper compartment and am having a tough time getting anything to break it up. Is there a trick to getting rid of this solid mess? I also wanted to make sure the correct color for the wiper assembly, wiper arms, and blade assembly was flat black (mine has several coats of paint on it). Does the bottom of the windshield have blackout paint on it? Finally, should I paint the compartment black when it is cleaned up?

Be careful! Some of the "gunk" was there from day-1. A thick tar-like sealer was used in the wiper well area. You don't want to remove that.
