C3 Front Lower Panel Bolts

I borrowed these pics from a '69 14K mile car for sale on eBay. Are the bolts on the front lower panel (see white arrow) supposed to be painted body color?

My 68 built on May 10, 1968 does not have these bolts but the bracket that attaches to your bolts, on my car is "riveted" or molded into the fiberglass but somehow the rivets or whatever is holding it, do not protrude through to the outside of the fiberglass. I know this sounds strange but I see no trace of any repair and front of car has never been hit and I am second owner having purchased car from a friend in 1972. Could this be another one of those 68 only weird items?

I have a friend who has 2 '68's. Not sure of their build dates, but I'll check and let you know what they have. Won't be until sometime next week. I'll email you directly.

My early 1970 doesn't have bolts there either. I'm not sure that is of any significance, however.
Now that spoiler on the 1969 is another matter.

Those lower grill support bolts appeared on 1969 Corvettes only. The 68 used rivets as Kurt has mentioned, and in 70+, the grill mounting design was changed.
