69 Water Outlet Bolt and Stud

On a 69 350350 engine water outlet, should the bolt be a TR or WB head? And does the short end of stud go up or down?

I think that either headmark could have been used as well as others. I can tell you for certain, though, that "C" was one of the headmarks used.

The short end of the stud goes "up". If I recall correctly the short end is 5/16"-18 and the lower is 3/8"-16. If so, there's no way the short end could be installed "down".
