I have a 1969 Corvette with a "3" as the seventh digit of the VIN. All of the information I can find says it should be a "S" which means it was built in St Louis. Can you tell me where a "3" was built?

ALL PRODUCTION 1954 through 1980 Corvettes were built at St. Louis. Absolutely no other assembly plant was building Corvettes during this period.
The 7th digit of the VIN for ABSOLUTELY ALL PRODUCTION 1969 Corvettes should be an "S". If there is a "3" in that position, there are 2 possibilities that I can concieve of:
1) there was an error when the original plate was produced at the assembly plant. Very unlikely, but remotely possible
2) someone has affixed a VIN tag to the car which was removed from another "clean" car and transferred to a "hot" 1969 Corvette. In this case, the VIN tag would be from a non-Corvette. A few qustions for you:
a) what does the complete VIN tag read?
b) what VIN is on the ownership/registration certificate and what model car is shown on the certificate?
c) have you checked the frame VIN derivative to see if it matches the number on the VIN plate and registrtaion certificate?
d) does the car have its original engine and, if so, what is the VIN derivative stamped on the engine stamp pad.In Appreciation of John Hinckley- Top
