Yes, there is at least one company here in the US that can manufacture a replacement. That company is A.G. Backeast and you can "dial them up" on the web at www.datatags.com. You will need to talk with them about your particular situation.
In the US, VIN tags are a "legal subject"; all other tags can be freely reproduced. A. G. Backeast has very strict requirements before they'll make a tag for you. Also, don't expect it to be cheap. Don't think that the APPARENT ease of production and simplicity of the piece are equal to what it's going to cost. If you think in those terms, you'll likely be shocked at the price. Think of it in terms of what it means to you and how it adds to the value of the car.
One other thing: before I got involved with worrying about the condition of the VIN tag, I'd make sure that the rest of the windshield frame is sound. When the VIN tags on 68+ models gets badly corroded, that's usually a sign that what's "underneath and around" may also be badly corroded. In Appreciation of John Hinckley- Top

Re: 71 vin number plate
I dont know if they will still do this but at one time Chevrolet would make a new vin tag for you. I know I had them make me one! and it takes a long time an this was about 15 years ago. so I dont know if they would even do this any more, but they send out a man form the zone office, you dont even get to touch it. He puts it on the car with those specal type rivets. of course you need the glass out. an no it is not made on the same machine, that was used for your car. but it looks better than a state issued one. The first time I had my car judged one of the judges said that the vin tag looked funny. I said it was my first time to make one! But no kidding it did come from Chevrolet. good luck.- Top
