GM shows a rag joint for a 67 Corvette as part number 7806391. Is this part like the original and does it have the ground piece inn place or is it a replacement?

This may be of no help to you.
Last year I replaced the rag joint in my '70 with GM 7818568.
Regarding the ground strap, it differs from the original. The original has a metal strap/band running from one side of the joint to the other.
The replacement has a wire "mesh" embedded in the flexible material to complete the ground connection. No strap like the original.
