I need to know if this GM part number 6419505 is for an air cleaner base assembly for a 1963 Corvette with 250/300 HP equipped with A/C?

No -- that's '64-65 low horse, no air

The '63 unit (with the rotated snouts for air conditioning) is # 6418842, per P & A 30 Rev. July '65.
