I have found an L89 convertible. The car has original miles and is STILL on the MSO with the original owner. Now the bad part, the car was flared at all four corners, has a velour interior and really needs restored. The car was an ISCA show car when new. Hard to believe that you need to restore a "new" car.

When restored, this car will be just that, a restored car. A 1300 original mile, still on the original MSO, never titled restored car. Will this car have any greater value than any other restored L89 convertible since it will not be an "original" car but a "restored" car?

depends upon the buyer

Some buyers are willing to pay more for certain things such as low mileage, never titled, etc. Usually what they're looking for is a pristine unrestored survivor type car. On the other hand, some of the most expensive Corvettes sold are fully restored 1967 435/427's that in some cases aren't even "real" 435/427's.
From a financial perspective, I would base my decision on the asking price for the car and how much I project it would cost to restore vs. how much I could likely sell it for right now.
On the other hand, an original L89 convertible in a good color....

I would think that it needing to be restored, puts it in the same league as any other 'restored L-89', however where your car might shine with some prospective buyers as far a premium, would be the fact that the drivetrain has such little wear, a plus in my book if I were to choose between two similar cars, one having typical low mileage, ie: high thirties, low forties for mileage, and one with EXTREMELY low mileage.

Maybe.

It would be interesting to leave the chassis and engine alone (if possible and feasible; you didn't say if they too were touched) and do only the body/paint and interior. To me, that would be worth more than if it was all restored.

I prefer original cars, and would take one partially restored/partially original with 1300 miles before I'd take one fully restored.
