'64 Headlight Wire Harness Clips - rubber coated?

I have been told that the clips currently supplied by the various catalog vendors to hold the harness to the bottom side of the header bar are not quite correct. Should the "hook" area where it actually holds the harness be coated with black rubber? The GM part number in the AIM is 3844390 with "NPC 327" handwritten afterwards.

No rubber coating on factory original clips I've recovered from scrap yard cars of the era (Cadillac used the same horn wire mounting system)....

The clips that hold the headlite wiring harness to the header bar (4 plcs) are definitely rubber coated on a '67. I have my old one as examples. I dipped my new ones in liquid rubber (tool handle coating) up to the "push in" pin. That was not coated nor were the 2 protruding spring steel ends. The clips are black before coating so anything not coated will be black.

The clips on my 65 were not rubber coated. Mike
