I'm not sure you will ever get enamel spray paint to look like the original basecoat/clearcoat of your 82. I suspect you are fighting a losing battle.
I'd be surprised if it cost more than $1k to do have the best shop you can find repaint your bumpers unless you're talking Canadian $. In that case, it's likely close at $1k.
Otherwise bring it over to the Detroit area for a drive and we'll fix you up good as new.
