first, the clutch fan on the car is original dated 10-16-68 seems fine when cold , but when checked when warm the shaft has got play side to side- you can grab the fan blade and wobble the clutch shaft . when the car is shut-off the wind-downor free-wheel of the fan and clutch , makes a slight noise. second when are the secondaries to open ? rpms.roughly

Based on your description, I would say that the fan clutch is shot. Since it's original, you might want to send it out to Fred Oliva for rebuilding. Otherwise, I'd save it for possible future rebuilding and obtain a NEW, HIGH-QUALITY, THERMAL-TYPE replacement fan clutch.
The secondaries on your carburetors are vacuum activated; they do not respond directly to engine RPM. ROUGHLY, I would say that they would START to open at, maybe, 3500-4000 RPM, or so.In Appreciation of John Hinckley- Top

Kelly, there are springs inside the the vacuum pods that control the opening rate and they are color-coded as to early or later opening of the throttle plates. If you can't find a Holley book that goes into detail on these opening rates, I'll look for my old book. Seems that around town you want an orange colored one if I remember right .

Mine open up at 3500 like clock work, never heard of different springs. If you having any trouble adjusting the carbs, use the service manual, the instructions are very good.
