Do a quick check if your wiring circuit (loose or broken wires conns). Can you manually turn them down?
We just fixed a friends 66 for the same reason and found it had just needed to be sprayed (switch assy.) with electrical quick dry solvent and exercised.
You can manually retract the lights just do it so it's where you know it's not stuck or jammed. Then try it the switch again.

It would help to know the year car involved. First suspicion would be a faulty switch, which you can check easily enough, but you need a wiring diagram to know which wire is supplying voltage to the switch and which one supplys the headlights. Are the taillights, marker lights, or whatever you have coming on?- Top
