66 carb question

I have a 66 carb. 3890499 R 3605 which show's it as a K-19 smog carb. On the air horn is also 1283. Is this the date the carb was made? Is this and over the counter service carb. Thanks john

Yes, it is a date code and this carb is a SERVICE replacement. The date code indicates that it was manufactured on the 128th day of 1973. Generally speaking, Holley changed to the Julian date coding system in 1973. The GM #3890499 carburetor was available well into the 1980s.
