What color should angle iron on front of 69 be?

I have taken the front bumper off, and the piece of angle iron the fiberglass is connected to has been painted body color on the bottom. Part of this does show thru the bumper when the bumper is on. Is this correct or should it be blitz black or some other black?

All 1969 bumper brackets were semi-gloss black.

I am probably not explaining the part very well, but I don't consider it the bumper bracker. I am talking about the two pieces of angle iron 22.5 inches long each with five rivets in each to connect the fiberglass to them.
