Should the brake and clutch pedals be at the same height on a C1 when properly installed?

The ST-12 says that the clutch pedal should have 6 & 1/2" travel between being on the floor and being against the bumper. On my 56, I found that triming the bumper so that the clutch pedal was even with the brake pedal worked fine, When I depress the clutch and hold it at 1/2" off the floor, I can shift into reverse without gear grinding, and I have approx 3/4" free travel at the top. I checked my clutch disc clearance when the pedal was on the floor and had approx .03-.04" which is plenty.
