66 grill bracket finish; attached to inner fender

Can someone confirm the finish of the brackets that are riveted to the inner fender liner for the front grill? I'm not taking about the brakets that are riveted to the grill, but rather the 4 brackets (2 per side) that are riveted to the fender liner. I have one old GM bracket that is either natural steel or zinc palted and I have one newer bracket that is painted semi-gloss black. The original brackets on my car are rusty and impossible to tell what finish they had originally.

Also, did GM cover the brackets with any black-out paint after they were riveted to the fender liners?
