C2 - 1964 - steel wheel outside color

I don't happen to have my judging guide handy , could someone who has access to theirs tell me what does their manual say about the color sheen of the steel wheels.

I thought they were dipped flat black, then a High gloss black was sprayed on the outside...or was it semi gloss black?

The dip is semi-gloss and the face is gloss.

The wheels were dip-primed black (semi-gloss), then the face was sprayed with high-gloss wheel enamel.
