Normally, I don't think that you'll need to remove the rear panel in order to remove the muffler on a C2. However, that assumes that you have a SERVICE muffler with a bell joint and clamp that connect the forward muffler extension to the rear exhaust pipe. If that's the case, which is likely, you can just remove the clamp, work the muffler out of the exhaust pipe, remove the rear muffler hanger bolts, move the muffler with attached exhaust tips forward, and lower the muffler.
If you have original-type mufflers or SERVICE mufflers which are welded to the rear exhaust pipe, removal might be more difficult. In that case, you'll need to remove the entire muffler with pipe by disconnecting the clamp at the crossmember and removing the muffler hanger at the rear. For this type of muffler removal, the removal of the rear panel might make the job a lot more convenient. In Appreciation of John Hinckley- Top

Re: C2 Muffler Removal
Joe,
I do have the original type muffler with the rear exhaust pipe welded to the muffler and there is not enough room to pull the muffler back without hitting the lower rear panel. I have to believe that one of the reasons the rear panel was designed for removal was to facilitate the removal of original style mufflers.- Top
