I rec'd a frame stencil kit from Quanta Restoration but am confused about it's application. When read rightside up, # 303196-31 is on top and # 3900200 and 8/31/66 is on the bottom. If I turn it upside down on the frame the part number (#3900200)is furtherst from the ground, which is contray to the NCRS judging manual. Is the stencil wrong or am I just not understanding it's application correctly?

My 67 april build car was stenciled as follows:
303196-33-PC
3900200-4-7/GC
The "3900200-4-7/GC" is furthest from the ground. The stencil is on the frame upside down. The Judging manual is rather generic in this area as the stencils were varied from frame lot to frame lot......I have a photo of the frame before restoration as proof.
