I suspect it is the 7 psi cap that is the problem. But I just had a thought that I'll run up the flagpole. I am thinking a 7 psi cap may require a lower fluid level than a 13 psi cap at the same operating temp. Or stated another way, the 13 psi cap could operate with less surge volume than the 7 psi cap. So assuming the 7 psi cap is functioning properly, its coolant level should be lower than the 13 psi system. Then again, maybe I'm wrong.
