? about zone dealer codes and shipping data from NCRS

I have two shipping data reports from NCRS for a car that differ. One has dealer code 0 in zone 27 with the dealer listed as Chevrolet Zone Office and address as New York, NY. The dealer and zone data base list the address as on Long Island. The other shipping data report lists the dealer code as 0 in zone 27 without an address. In an article in The Restorer, volume 37 number 4 spring 2011, it states that a zone delivered car should appear as XX-000 and that a car going to GM engineering would be listed as 00-XXX. The address for this zone office should be 175 Central Ave. Bethpage L.I., NY.

Just received my shipping data report and it indicates dealer code 0 in zone 10, the chevrolet zone office in Englewood CO. I've found the address in the database.

I'm trying to find the original owner of my car, I purchased it from the second owner so trying to fill in the gap. My question is do I call the zone office and start asking questions, write a letter, something else ? Any advice appreciated.
